TLR’s President, Terri Bartle, is a past board chairman and president of the Columbia River Customs Brokers and Forwarders Association (CRCBFA), a past member of the board of advisors for the Agriculture Transportation Coalition (AgTC), a member of the National Shooting Sports Foundation (NSSF) import/export committee, the past export committee chair for the Pacific Coast Council of Customs Brokers and Freight Forwarders Association (PCC) and CRCBFA, as well as a former board member of both the PCC and CRCBFA. TLR’s Vice President, Jack Hubbard, is a former board chairman and past president of the PCC, the general chair of the Western Cargo Conference (WESCCON), the current treasurer of the PCC Trade Expansion PAC, and the past president of the Customs Brokers and Forwarders Association of Northern California (CBFANC). Chris Garcez of TLR’s San Francisco office is the current board chairman and past president of CBFANC, the current secretary of the PCC, and the former legislative committee chairman for the PCC and CBFANC. TLR employees have also been board members and officers of the Los Angeles Customs Brokers & Freight Forwarders Association, in addition to serving on various committees of the National Customs Brokers and Forwarders Association of America.

TLR is a member of the National Association of Sporting Goods Wholesalers (NASGW) and the Pacific Northwest Defense Coalition (PNDC). In addition, TLR is an active participant at NSSF’s annual SHOT Show (Shooting, Hunting, Outdoor Trade Show), as well as the London International Wine Fair. We also attend the annual PCC March on Washington D.C., where we meet with the highest level government officials at Customs & Border Protection (CBP), the Federal Maritime Commission, the Bureau of Census, and the Food & Drug Administration. The Mission also provides us with the opportunity to meet with Senate and House members and staffers from Washington State, Oregon and California.



Terri Bartle


Terri brings to TLR and its clients over 35 years of industry relationships and expertise in international business and transportation, with a focus on developing new opportunities that sustain and support mutual evolution, growth initiatives and market success.

Terri works closely with trade associations, most recently serving as president of the Columbia River Customs Broker and Forwarder Association (CRCBFA), and as a Director of the Pacific Coast Council (PCC) from 2008 to 2011. Current Chairman of the CRCBFA, she is a long-standing member of the Board of Advisors for the Agriculture Transportation Coalition (AgTC).

Terri also works on behalf of her clients’ industries and associations, offering high-level trade perspective intended to compliment and assist them in fully realizing the objectives and goals of their membership.

To assure proactive attention is given to regulatory concerns, Terri meets with legislators in Washington D.C. to discuss proposed rules and their effect on international trade. Concurrently, Terri maintains high-level contacts and relationships with multiple government agencies which administer and enforce the admissibility of legitimate goods being imported into or exported out of U.S. Commerce.


Jack W. Hubbard

Vice President

Jack has been a licensed Custom House Broker based in San Francisco since 1977. He began working with the wine and spirits industry in the late 1970s, and has witnessed firsthand the creation and development of the global beverage marketplace. He has enjoyed a long and successful partnership with wine and spirits importers and exporters, both large and small. The continued evolution and diversity of the industry provide ongoing challenges and opportunities wherein Jack’s focus is to help create and sustain the long lasting successes of TLR’s business partners. Currently, Jack is the chairman of the board of directors of the Pacific Coast Council of Customs Brokers and Freight Forwarders Association (PCC). Jack served as the PCC’s president from 2008 through 2011. Previously, he was chairman of the board of directors of the Customs Brokers & Forwarders Association of Northern California (CBFANC), and has also served as its president and legislative committee chair.


Heather Kiesel

Business Development Manager

With over a decade of industry experience as a freight forwarder specializing in the handling and transportation of ITAR and dangerous goods, Heather brings operational wisdom to TLR as our Business Development Manager. With a focus on the lasting success of TLR, our partners and the customers we serve, she has been paramount in launching our new marketing campaign and plays a critical role in bridging the gap between business development and operations. With customer service as a core competency, she has headlined efforts to increase TLR’s service offerings to include licensing and consulting. Her dedication to meet the needs of our diverse clientele is further exemplified in her “can-do” attitude, allowing our customers to reach new markets worldwide.
